Dr. Abdussalam O. Yusuf is KERC’s Commissioner for Market Competition and Rates. With 30+ years in Nigeria's energy sector, he offers deep technical expertise, policy insight, and regulatory leadership in shaping Kogi's evolving electricity market
He began his professional journey at the Energy Commission of Nigeria (ECN), where he spent nearly a decade contributing to national energy planning, policy formulation, and modeling. At ECN, Dr. Yusuf played a key role in developing energy masterplans and long-term modeling strategies that guided Nigeria’s energy development priorities. He worked in close collaboration with national stakeholders and international partners to advance integrated policy frameworks, including the National Energy Policy. In 2007, Dr. Yusuf joined the Nigerian Electricity Regulatory Commission (NERC), where he rose to become General Manager & Head of the Planning, Research, and Strategy Division. During his 16-year tenure at NERC, he led numerous initiatives central to the reform and regulation of Nigeria’s electricity supply industry. These included the development of tariff-setting methodologies, performance improvement frameworks, and regulatory instruments to guide distribution companies. Notably, he contributed to the formulation of the Multi-Year Tariff Order (MYTO), Net Metering Guidelines, Mini-grid Regulation, and the Green Power Obligation, all of which facilitated private sector engagement and clean energy adoption. Dr. Yusuf also helped design methodologies for determining energy caps for unmetered customers and played a key role in reviewing end-user tariff proposals to ensure they were cost-reflective and equitable. His analytical depth and regulatory foresight made him a vital part of NERC’s leadership in policy design and utility performance monitoring. Following the enactment of the Electricity Act 2023, Dr. Yusuf has been actively supporting state governments—including his native Kogi State—in interpreting the Act and formulating electricity laws, policy documents, and implementation strategies for state-level electricity markets. His guidance has positioned Kogi and other states to exercise their constitutional roles in electricity market regulation. Internationally, Dr. Yusuf has served as a consultant to the International Atomic Energy Agency (IAEA) in Vienna, contributing to energy planning and sustainable development under the Nigeria–IAEA Technical Cooperation framework. As a member of the World Energy Council, he has participated in global studies and peer reviews of national energy policies and strategies.
He holds a Bachelor's degree in Agricultural Engineering from the University of Ilorin, and both Master's and Doctorate degrees in Agricultural Engineering—specializing in Farm Power and Machinery—from Ahmadu Bello University, Zaria. He is a registered engineer with COREN and a member of the Nigerian Society of Engineers (NSE). A respected professional in the energy sector, Dr. Yusuf is dedicated to improving energy access, affordability, and sustainability. He also teaches postgraduate courses in energy modeling and electricity market analysis, supporting reforms in Nigeria’s electricity sector governance
